chfn and chage are provided by padl as part of their pam_ldap tarball, so you
should have gotten them already.  Check your system's documentation directory if they're not already in your path...


If anyone actually has a problem getting them, get ahold of me and I'll put a link up here.  They're both perl programs that use Net::LDAP, kinda like I do.
